Stream 1 – Public-Private Partnerships (PPPs)

PPPs have taken place mainly in economic physical infrastructure, such as power, transport, telecommunications, and water and sanitation. The desire of greater efficiency and better services, as well as the limited volume of public resources available to finance such services are now increasingly leading government to enhance public-private partnerships approach. In this stream, we will be discussing how to establish viable PPP mechanisms, attract more funds through a good mix of private and public sector funding, formulate a comprehensive legal framework for the administration of PPPs and re-evaluate how to cater to the various challenges faced when adopting this financing model. Also we will be looking at what is being done to establish an attractive and enabling environment for PPPs to encourage private sector involvement and develop market-credible projects to accelerate infrastructure development.

Stream 2 – Alternative Financing

Africa is currently moving away from traditional funding, and recognising that alternative structures and new financial instruments are needed. In this stream we will discuss the other mechanisms of project financing to fill the crucial gap in financing for mega infrastructure developments and the need to find innovative ways to ‘unlock’ the funding process in Africa.
